Dear Satish,
Local authority refers to civic administrative bodies such as Panchayat, Municipality, Municipal Corporation etc. The term "Local authority" finds place in clause (iii) of section 2(e) of the Minimum Wages Act,1948 in the context of definition of the term "employer" . When any employment under any such local body is brought under the schedule of the MWA,1948, normally the person appointed by such body as the Chief Executive Officer would be the employer for the purposes of the Act.
