sir, one person in govt. sector has been awarded punishment "stoppage of two increments without cumulative effect" on 12.06.2016. And the person was promoted on 01.09.2016. After that he has been retired on 30.09.2017. How the punishment will be imposed.

Stoppage of Two Increments without Cumulative Effect means he will not get annual increment for two years, ie, he would lose his increment of 2017 and 2018. But in 2019, he will get the same increment added to his basic pay along with the increment due for 2019. This is only a temporary holding of time scale increment. Had it been like "Stoppage of Two Increments with Cumulative Effect", then he will never get that two increments. In 2019 he will get one increment, that is the increment due for 2017, losing two increments, ie, the increment of 2018 and 2019.
In the present case, since he has been given promotion ( I am afraid how an employee against whom a disciplinary action has been taken is given promotion) there are two possibilities. On promotion whatever increment is payable to him will be paid only in 2019. Now since he has retired from service, he should have retired with a basic pay of 2016. In pensionable salary also this increment will be on hold but now the revised pension based on basic pay of 2016 plus two increments will be released.
The above is not a conclusive answer because I am not okay with government service rules and their fixations. Therefore, I invite others to put their comments on this issue.
