Overtime Work is Always Need-based in any Organization/Establishment. Closely Record/Monitor for One Week, some Positions in Which OT is "rampant" and Remember under Factories Act ( if applicable to your Esta) Limit on OT is Mandatory and Spl Permission needs to be applied for & obtained if a Worker is to be put on OT due to exigencies of Work crosses the Limit in a Quarter.
Also check if your Esta has Vacancies in theStandard Force lying unfilled Or is is a Case of Undermanning OR Some are Under-Performing orSupervision is Weak

How much of OT is being done and since when?
Any changes in workforce or increase in orders?
Any sickness or absenteeism resulting in OT by others?
Once cause is identified then steps can be taken to reduce OT>
