That will depended upon the constitution of registered union. If the same is there they can make the branch of the same union in another factory: Provided the another factory is situtated within the same State bounderies. for other States; Central Govt. will be appropriate authority to approve the same.
Normally, whereever unions start branch of union in another (same group) factory; these situation will lead for reservation of Protected Workmans.

A trade union as "an association of employees designed primarily to maintain or improve the conditions of employment of its members".
The trade union registered by the workmen of your factory are limited to your factory only on first instance.
The union of your factory can also start trade union or extend their hand in another factory by organising the workmen as the members. They only can do if there is provision in their bye-laws/constitution.
Further, it is advised to check the byelaw of the trade union registerd in your factory to know what it speaks. This will help you to decide future action. At the same time you contact the HR of that factory where your union is going to start its activity.

How many TU exist in your factory?
How your workmen look at union?
Whether management decides on dictum of union?
What is the mechanisim and how you redress the issues of workmen?
