To get started in a business, you need to make investment. Any organisation engaging contract labour will surely ask for Labour License, PF, ESI registration etc. So the expenses required for them is the initial investment needed for the purpose. But once the formality is completed, you need to pay contribution only on actual salary paid per month and for those no salary is paid there is no need to contribute for PF or ESI.

Hi Ramananaik,
For PF registration you should have minimum 20 employees and for ESI registration you should have minimum 10 employees, unless you attain the above employees in your organisation you cannot apply for PF & ESI registration.
You can intimate client that i have only 4 employees so i am not eligible for PF & ESI registration, when my employee's strength gets more than 10 then i will apply for ESI regisgration.
