Dear Mr Nagesh, First you have to find out Applicable Minimum Wages to the Principal Employer.Contract Employees working in Principal Employer Establishment will be governed by the applicable Minimum Wages.Similarly you have to know whether Establishment is Governed by State/Central Government

Yes this query is another example for some trial by some to look for a chance for unfair labour practice if possible.
Equal pay for equal work...is a natural justice .Any kind of work approved by central govt.to pay higher wage when compared to any local govts.or state govt. usually contractor has to pay unconditionally.
Suppose fixing railway lines or Telecommunications lines digging works naval dockyard works HPgas digging wells ...etc ..central govt.works done by contractors with local village coolies... The contractor has to bind over to follow and applicability of wages fixed by central labour department...even for watchen security guards etc. for all central govt works.
