In HR dept.there will be some one , who will take charge .If not, Unit Head will decide till new HR Manager is appointed someone will take care of the Dept.

How big or small is your organisation ? Don' t you know who is the Immediate Superior of the HR guy ? There is something called Organisational hierarchy or pyramid. If the Head of HR himself or herself is leaving, then the Management or his or her superior will decide or make temporary arrangement for somebody next to the Head, ie below him or her to be the temporary authority. Since notice period is insisted upon for critical or senior positions, they will use the notice period to recruit and replace.
