Dear All
Please find attached circular regarding implementation of ESI Act if the districts in which the Act is not implemented.
If any municipal limit of district hqrs. not yet implemented those areas will be at fast taken into consideration for implememation.
The medical arrangement for implementation in the district hqrs area should be in first instance mode through the govt hospitals to the extent possible. In case, there is any difficulty in arranging the medical benefits through the govt hospitals, the RDs/ SSMCs may take recourse of arranging the medical benefit through other modes.

1. Sir, in my opinion, social security schemes like ESIS are implemented only in those areas where there is sufficient numbers of coverable employees. The instructions or orders of any authority extending the scheme to such areas in any district where there is no existence of any coverable employees are merely a futile exercise.
2. Therefore, in my opinion, nothing will achieve from such circulars of the department. It will be more better if the said department will concentrate and make efforts for extension of schemes in all areas which have not so far been implemented and has ample work-force to make it viable implementation of ESIS.

It makes sense harsh, because in municipal areas, there will always be enough cover able workers.
The problem is that the medical facilities are pathetic.
If they are to be covered by existing government hospitals, in any case it's a free service and would be available to workers without ESIC

In this regard ESIC Authority should tie-up with local Nursing Homes and Hospitals, can be Private also to provide medical assistance to the insured people and their Family.
A person is getting <=15000/- pm should deserve a social security , from him 6.5% of his Gross salary , the ESIC Authority is getting every month .
