So my employer hired me and 2 others as Management Trainees. We got the job through the campus placement. When they came to hire, they said that the training will be for a period of 3 months. Interviews were done, 3 of us got selected.
When we joined the workplace, the offer letter said the training would be for 12 months(not 3 months). We questioned the HR about this and they said it depends on how fast we get trained. We agreed to it.
3 months passed, we trained ourselves with great enthusiasm, but there was no activity from the employer to make sure that we are trained upto their expectation(btw, they never mentioned their expectation from us).

It has now been 12 months that the company is still "training" us. The employer has not even made sure that we have enough sources to get trained, nor have they shared with us what exactly they want us to do in the future. We get paid only to go to the workplace everyday and do nothing for 8 hours. We have conveyed this to the Director several times, but he has never taken up for it. All the management is the company has a very laid back attitude. They only work to complete the day's task, there is no goal that the company is working to achieve.

(What do you suggest?)

1. Is the company right in doing this?
2. Should we consider to leave the company? (The company is small on a global level and we are hoping the scope to be good for our career. The major issue right now is that we are feeling completely useless and seeing how the company functions, we cannot see us being very satisfied with this company in the future.
3. Can we go against the employer to not giving us what they had promised? (Take action legally, maybe?)

Have a frank discussion with your HOD and HR.
Make efforts to secure another job in mean time.
Moment you get a suitable placement leave on good terms and properly as per your appointment order.
If no work is being given,then something is surely wrong as no private company can keep paying without output.

I think you have gained one year of experience and it shall be sufficient for you to move and find a more fulfilling organization for you. Why stick to a company that does not care for you?
