Dear PF form No. 31 is withdrawal or its a loan. As i have knowledge it is partial withdrawal from our PF form no. 19 amount. But I am confused that we have to pay interest against withdrawal / Loan.

PF FORM 31 --- is for ADVANCE Application or partial withdrawal and no interest is to be paid, the PF account is deducted. there is a limit for withdrawal and only for few cases it is allowed, for more info you can consult a PF consultant
PF FORM 19 --- is to claim PF dues (if resigned)
