I recommend you not looking at performance of software developer in isolation. On what parameters do you measure the performance of project? Performance of software developer is part of project management as a whole.
Secondly, as told in your earlier query, you need to institute comprehensive Performance Management System (PMS) in your company. Unless you have very standardised process, it will not benefit your organisation as a whole.
