Dear Aparna,
if any employee is on leave during holiday then his holidays also be counted as a leave. for e.g if any one taken leave from 29 sep to 4 oct in that case 6 leaves will be counted (including 2 oct which is national holiday)

Answer by Anushane is absolutely right answer. I would like to add :
Many companies do not allow suffix/prefix to holidays. E.g. this year Holi holiday was on Wednesday, 27 March. If an employee takes leave on 28 and 29, his THREE DAYS leave will be deducted.
In case of National holiday, e.g. Gandhi jayanti, 2nd October, which was also on Wednesday, and if employee takes leave on 3rd and 4th October, ONLY TWO DAYS DEDUCTION should be done.

Though there is no specific provison in the Act, I feel it depends mostly on the policies we have. Frankly speaking every employee is eligible for holiday pay unless he is absenting continuously. This is my opinion only and senior professionals may provide their inputs.

It is depending on regional importance. For example in North India, Holi,Diwali etc are main festivals. In South India, for e.g. in Kerala, Onam is main festival, in Tamil Nadu, Pongal is main festival, in Telugu, Ugadi is the festival.
An act on National & Festival holidays already exists. Called "National & Festival Holidays Act" as per which you need to declare the holidays latest by November of preceeding year, for the next year. (for e.g. Holidays for 2020 need to be declared by November 2019) and submit a copy to Labour Deptt for their concurrence.
Thanks
