Administrative charges are payable on pay (i.e. Basic, DA & RA) and not on PF/VPF amount. This pay on which administrative charges are payable is a pay to other than excluded employees. This means the pay is on which PF/VPF is deducted. You are requested to refer to the explanation in Para 30 of EPF scheme.
