Hi Instead of locking the folder you shall zip the same with password protected. While unzipping use the same password to open the same.

Well if you are sharing any document which is important and effective to community by anyways, than why you wants to protect it.
Uploading any documents is not just a uploading but a sharing which I believe wont be protected.
