Dear Sir,
I opine that before going in to Charge sheet mode and all, pl verify his track record like since how long he is working, any indisciplinery proceedings etc., if yes or no also call the gentleman have a one to one discussions, find out the reasons understand. If he is feeling guilty ask him to submit an explanation letter, issue a warning letter and close the issue. By this employee will be very careful and also change his behavior, if not this will become handy for you in future.
The warnning letter to be very strong & specific.

Dear Mathanraj P,
Before raising the charge sheet, you need to provide us lot of information.
Have you made SOP on the movement of the company's asset out of company's premises? If the SOP is there then has the employee has read that SOP? Have you obtained signature from the employee concerned that he has understood the SOP?
If there are no formal instructions then on what count you would like to raise the charge sheet? By the way are you aware the complete process of discipline? Can you jump directly to the charge sheet? Would you not like to give show cause notice before raising the charge sheet?
Do you have security guard at the company's gate? If yes, then why did he allow to take the company's equipment without proper authorisation? Why he did not ask for gate pass? If security has faulted then why not to give show cause notice to the guard on duty also?
If security guard is not there then what provision did you make to avoid unauthorised movement of company's material?
Problems of this kind do arise. But then manager-ship lies is being proactive and creating series of rules and regulations rather being reactive. I do not know but then you might have created those provisions. But then while raising post in public forum, you need to give complete information so as to avoid wrong recommendation or suggestion.
