What exactly are you trying to do here. Windows 7 is an operating system, not a program, so you can't "open" something in "Windows 7". You can open something in a program running on the Windows 7 OS.
The file ECR-May-13 is already a CSV file. It will open as a CSV file in Windows Notepad without any problems. I just did it.
The same file opens as an Excel spreadsheet without any problems (I am using Excel 2010).
The only reason you would convert an Excel spreadsheet to CSV is to import into another program that can read and interpret CSV files.
So, ignoring the operating system as it is irrelevant in this case, my question is what exactly are you trying to do here?
