Dear Mr. Satish,
Condolance messages are called as sympathy cards. The frame that you are specifying is usually in a Square Black Border, which indicates confronting the mourning commemoration of ones loss. Certainly, the black border has its own meaning to a card that indicates a bad omen which can be recognised from a distance at a glance (a poignant message).

While I cannot give you an authentic historical / cultural reason for condolences messages being framed within a black border, I am taking the liberty of sharing my perspective on it.
1.The practice could have emanated from the fact that Christians (whose influence because of British colonization was significant in most parts of the world) wear black at funerals, the black border signifies the sadness and sobriety of the contents.
2. By framing the condolence message there is a significant visual impact drawing attention to the contents within the frame. In normal course one would frame only pictures of those who passed away and display this picture prominently. This framing of the condolence message within the black borders is perhaps a logical extension of it.

Black is associated with sadness.
In West it is a common sight to see the mourners clothed in Black.
In certain games, to express the mourning, players wear small black badge / ribbon
as a mark of respect to a recently departed personality.
