I wish to know if government rules allow making an official tour to attend a spiritual conference such as the "1st World Parliament on Spirituality" being held during 17-21 December 2012 in Hyderabad - http://www.wpsconnect.org/home.php.

"Official tours" have to be connected to or related to the work that one is employed for. In such a case, the matter will depend upon exigencies, priorities, objectives, and your suitability for the "official tour"! I am saying this on the assumption that "spirituality" can and should be differentiated from "religion"! I cannot quote any government rules, etc., as I am not familiar with these, but I believe that the question should be resolved based on the above logic!
