as per y'day article in ET, the govt is modifying bonus conditions for its own employees
at present employees with monthly salary upto 6500/- are eligible, this is being raised to 10,000/- pm
thirdly, 3,500/- would be the minimum bonus...
due to disparities between govt employees n pvt sector, the bonus act shall be suitably modified..

If the employee gets Rs.10,000, he will not be eligible for bonus.
If the employees gets more than Rs.3,500, then any such excess will not be considered for bonus and the bonus will be calculated as if his salary is Rs.3,500 only.
