We are also learning to make Job Descriptions in our college...so may be i can share what i have learnt...
you can follow these steps for making the template
1. write the job title
2. write the level or grade in which the job falls
3. the age (u can mention a range) required for that job
4. whom will that person be reporting to.
5. the CTC
6. EDUCATION REQUIREMENTS
7.REQUIRED WORK EXPERIENCE
8.JOB RESPONSIBILITIES
9.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
apart from these if u think that there r any other parameters that need to be included...then u can do tat...
also i am attaching a template that i made in my college

I am by no means an expert, but have worked with some folks that are.
Purpose Statement - Provides a general description of the job. The statement should incorporate the purposes of the function statements.
Essential Functions - I can not speak for other countries, but in the US functions are identified as Essential or Marginal in accordance with the Americans with Disabilities act. Function Statements include an action verb and a purpose statement and may include examples.
Skills, Knowledge, and Abilities which can include competencies required for the job.
Responsibility - Factors that determine level of responsiblity
Working Environment
Experience
Education
Certificates
Again, I can not speak for the many countries around the world, but in the US this is a rough outline of a typical job description.
