Dear Gunjan,
While form 16 is a must and the right thing...some companies may check your investments and HRA exemption. If after taking your investments/HRA/Medical (if any) under consideration, your taxable amount is Nil then they may not give you Form 16 but may give you a Salary Certificate..
Kind Regards

Dear HR Form 16 applicable to all weather he / she eligible to TAX payer or not Employer must given to his employee form 16 on request to issue form Regards Amit Trada Surat_Gujarat

Dear Gunjan,
I completely agree with Amit Trada..
Even if your salary is Rs.22000*12=264000 per annum
all components of salary will not include in tax computation, that is the reason your employer not included you in TDS calculation.
But still you can get form 16 on a request letter.

Krishna
