I am a mangement summer trainee and need your help in preparing SOP for on-job, off-job, behavioral, and other developmental programs.
This SOP's are general in nature i.e not specific to any company.
Please help me with this.

The constraints you may face during execution.
More help:
Write the general activity in a sheet of paper and then proceed.
Example:
wrt HR the main thigs are Recruitment, Training and Development, performance appraisal etc..
Write how recruitment will be done
1) By sourcing in internet etc..
2) By reference
3) How will you shortlist
4) How interview schedule will be done
5) Selection criteria
6) Closing the position
6) Moving file to post recruitment
Like wise do for all other T&D, appraisal etc..
