I think He should be marked absent for whole year and a letter of termination must be issued against him.
In the exp and relieving letters , bad remarks must be added against such employee who
tries to take advantage with leaves etc so that he does not repeat such mistakes else where.

I do agree with Mr.assistant ceo,
Dear Mr. WS you must not take such a strict action this action must be taken only in case of scam or any illegal conduct. An employee can take leave there is nothing illegal . He has right to take leave. one thing you can do you should follow you company policy. one more thing HR is a High position. When you are at top you need to take decision carefully and after having look in to the matter.

Dear Ben,
If an employee has taken one day leave prior to two days holidays and still absented himself on completion of leave. There will be two condition:
(i) He should inform to his office about absentee.
(ii) If not infrom, he will submit a leave application only for absentee period.
IMMEDIATE OFFICER ACTION:
He will scrutinies and satisfies himself the reason mentioned on leave application. If not, verify the same and write a suitable remarks on leave application for future action as individual is not habitual offender or habitual offender.

Dear All,
It is fine with what action should be taken for the leave taken So that the person doesnt make the same mistake further.
However as asked by bendugade even I wud be courious to know whether that person shall be marked absent on both days (the day before holiday & Weekly off & day after holidays) or all 5 days including holidays?
Kindly assist

I Really Suggest that the employee should be warned by his/ her reporting manager, or if the leave is really a genuine - the Leave should be considered for loss of pay.
And if this is repeadtedly done the should be disciplinary action against him,

Hello n hi !!
Have a nice day to all gentleman ,
I would like to inform that if we will take that type of strict solution , this is not beneficial the employees motivation and against the company H.R POLICY .
so first should be find out the reason of the absenteeism and also check the last absenteeism record for particular employees of last minimum two year .
the reason might be find out through the discussion or application or perception letter. & then solve the reasonable problem.
For every employees please issue the one notice with top management approval if anyone without prior or on same time (at emergency time ) information will take the leave then we will take very strict action (action should be write in the notice ) .
H.R is the tools for employees satisfaction and remove the gap between the vertical and horizontal communication not only for the strict rules and regulation .
Thanks
Best Regards

Dear Ben,
(i) That person cannot be marked absent for two days as per CCS rules if he is not habitual offender.
(ii) You make him absent for two days if he has assured you for finishing the task during this absent period given by you.
Now you can justify both the reason and initiate action accordingly.
