will you please clarify that an firm primarily engaged in coal extraction, which has to maintain a canteen towards fulfilment of statutory obligation can be outsourced to a contractor or not? Canteen outsourcing is offloading all the jobs including cooking/preparation of food at a designated place? Will that amount to regularisation of labours engaged by contractor in meal cooking?
