need clarification what is the difirence between job responsibilities of Industrial Relation Manager and Human Resource Manager, who is more superior in organization chart.

As far as I know, the Industrial Relations Manager is more on labor relations issues/concerns such as when there are policies affecting the company's code of conduct or employee discipline and other related areas of concern. While an HR Manager deals with HR on a more general perspective.
As to who is more superior in terms of hierarchical structure, it really depends as to who they report to, an IR Manager can report to the HR Manager or both of them directly reports to the HR Head, whatever may be the position title, e.g. HR Director, VP for HR and etc.

As per your querry the job responsibilities of an IR Manager and HR Manager are completely different. You need to first understand the concept of IR in an organization. Broadly IR has been categorised into relations between employee- employee, employer- employee and employer - society.

In big organizational set up there are different departments like IR, HR, Personnel and Administration. A few knows about the difference between the job responsibilities of these departments. You need to have managers of different competencies to head these departments.

Like human body you can not judge which part of our body is more important. Same is the case with these departments. You can not compare whether IR or HR Manager is more significant.If you have bad industrial relations no matter how many training you would give to employees it will all go into vain.
