Telephonic interview is also a mode of selection process as you can judge a candidate's voice confidence especially if you are looking into ITES sector. Even generally many companies do conduct telephonic interview as part of priliminary selection.
First let him/her know who you are, that would make him/her alert and they can give their best. Ask them simple question regarding their education,past experience. Dont go into too technical as they dont need to form a proper sentence for it,but we are looking out to check their hand on english so throw questions wherein they need to form a proper sentence.
Can even give them a topic and tell them to speak on it if at all you dont have any time constraints.
