Very sorry to say this... most of such e-mail forwards are hoax and are responsible for creating a false alarm. Like any lady I am a regular user of lipsticks and such forwards caused serious concern to me too. On verifying the facts whether FDA has any regulations on this, I bumped into this site

Again I am reiterating that all lipsticks are not causing lead poison. It is very unfortunate that these kind of messages are floating because of irresponsible and indiscriminate e-mail forwards. There is no iota of truth that lipsticks can cause cancer. For this please visit this site
