I have structured the new policy for my co. such as
PL - 1.5 per month = 18 days
Cl- .5 per month = 6
Sl = .5 per month =6
The total is 30, but the management wants to know other policies which has been implemented in Pune.
Can any one suggest me, there is any option to go for club sum is 20 days.

The Leave Structure suggested by Ramya is ok. But I feel the SL should be increased. I dont know about Pune, but Cos usually have the following:
CL= 7 to 12 days, (No Accumulation. May or May not be encashable)
SL= 12 to 15 days (Accumulation allowed upto a maximum of 90 days. Some Company's allow encashment upto a certain limit, but majority donot)
PL = 1 day for every 15/20 days worked. Accumation varies from 180 days to 240 days and is always encashable if accumulation limit is exceeded or during switch of job).
Yes, you can club all the leaves together. The provision for SL and CL is not mandatory under the present laws, but EL/PL is mandatory and while framing a policy always note to keep the number of PLs/ELs equal to or more than the Statutory Limit to avoid any trouble.
The applicable acts usually relating to EL/PL are Factories Act, Mines Act, Plantation Act, Shops and Establishment Act. So, fix the limit as per the applicable Act and relevant State Rules
The other thing which must be kept in the policy is provision for Maternity Leave.
Revert back for further assistance.

Secondly intervening holidays and weekly off will be counted in which way has also to be kept in mind.
