It is part of unions' strategy and tactics to keep the management on it's tows by applying pressure and exhibiting resistence atc. You need to handle them tactfully and resorting to disciplinary solutions to discipline them will be counter productive unless they resort to violence or disorder that thretaens general disciplie in the establishment.
