Is it mandatory on the part of a state University to pay gratuity to their employees, who are being given EPF benefit,but not covered under any gratuity,since As per gratuity Act 1972, the employees of state and central government organisations are not covered under the Act.

I would like to request you to have a re-reading of Sec.2(e) of the Payment of Gratuity Act,1972. Sec.2(e) of the Act excludes only the employees employed in "the establishments" of the Central and State Govts receiving pension and/or gratuity under the respective Pension Rules. University is an industry and if it is run by the State Govt, automatically the employees would have been covered under the respective Pension Rules.
