Yes, it is surprising that the notifications do not mention about Variable DA whereas it is mentioned that "minimum rates of wages and variable dearness allowance, IF ANY, both shall constitute minimum wages to be enforceable as per Minimum Wages Act. The words " if any" makes it clear that there is no VDA f not separately mentioned. But in all other states there will be separate notification on VDA.
