Please suggest if we have some warning and clarification mail on "an employee misuse documents issued by the organisation like certificates on letter head etc. Its a document forgery case

Document forgery is a serious issue.
No warning letter without due enquiry into what exactly did employee forge-purpose and how he used forged document etc.
On due enquiry and if found harmless or a minor breach then probably warning letter can be given and a circular to all employees about use of organisation letterheads, documents etc.
Hurried warning letter can become a problem because this punishment will stop you from any further serious action if something emerges later on due to his forgery.
so take steps with care and caution.

Warning issued for what? Do the Standing orders state this act as an offence? Why presume forgery etc. The query was only limited to "misuse of document/certificate issued by the company". First we need to examine what's the document /certificate and what loss has occurred to the company ... either materially / financially or in terms of brand image etc. Was any condition stipulated at time of issue of the said document / certificate that it can;t be used for any other purpose and remedial actions in case of any violation (if not incorporated already in standing orders / service rules / company policies etc). If it amounts to misconduct, issue charge sheet, follow disciplinary process and before any action- establish the charges duly adhering to the principles of natural justice.
