The tense in both terms brings out the difference.
"Passed out year": - This term is applicable to students who have already completed their course. They might have completed the course in some preceding year.
"Passing out year": - The students who are pursuing their education and expected to complete the course in the next 1-2 academic years.
Note: - If the academic course you are pursuing will complete in 2023, then the passing out year will be 2023.
