In a government department, a contractual employee is getting an annual raise after completion of one year of service. If, a contractual employee remained on E.O.L. (without pay leave), should his annual raise during the Financial Year needs to be postponed due to without pay leave or he is entitled the annual raise from the due date as usual?

This would depend on the Rules on the subject or the terms of appointment. Generally in Government service, when an employee is appointed and if the employee happens to be on EOL on the date of completion of one year service, then the drawal of increment is delayed accordingly. If there are no rules or policy on the matter regarding contractual appointment, then the provision regarding regular appointment can be applied.
