my above mentioned question would seem absurd but this was faced by me today when chairman asked us to tell the relevance of HR in organization and that it did not go much into his head.he lays more stress on human relation ship and he is right somewhere but now after few months whe w e have started working on HR processes and maintianing personal files argument started with relevance of persoanl files maintainence.
plz plz help in this else HR will vanish and me too from the present org.

Relevance of HR, will depend on which sector your company deals and its structure and number of people maybe... HR may range from giving your company a competitive edge to a faddish attempt to secure commitment from employees thus increase productivity and quality products.

Your chairman is the right HR Person . From whatever you have stated,it appears he is talking about HR Philosophy and you are talking about HR Rituals. Rituals without philosophy has no meaning. And it appears he is wanting you to define the purpose of maintaining personal files with reference to building relationship.
I will just narrate one incident.
Once in my career I put up a note for Uniform to be provided for Management Staff of a Company. The Director, asked me the following.
1. Define uniformity in the canteen
2. Define uniformity at the gate (we chaeck workmen and we dont check management staff)
3.Define uniformity in working conditions
4. Empowerment
and he concluded " If you give me comprehensive note on all uniform issues pertaining to handling Human, and difne a time frame, then you can decide the date of issuance of uniform"
Maintenance of files is a riyual Building relationship is the Purpose and philosophy. He is talking about Philosophy and you are talking about rituals.
