Its a typical question. The designation manager itself demands you to demonstrate the requisite skill sets to perform.
It mainly demands you to work independently with Minimum guidance, for this, it requires an experience /or knowledge of the different concepts.
i just want you remind you that accountability & responsibility move parallely, its not much important that, how much you do, but how you get the things done by your sub-ordinates / team members or reportees...
Specifically, we cannot standardize the roles of HR Managers, it mainly varies from industry to industry. the same can be elaborated once you clearly understand your KRA's & KPI's .
