We have 4 Operating Plants, out of which 2 of them are under one Labour office control and the other 2 are under another Labour office.

If each plant has less than 10 contractor workers then neither the Contractor nor the Employer is required to have Licence/RC under CLRA Act, 1970. If you are asking labour licence under any other specific enactment then clarify it.

However for clarification will like to know, who is principal employer for these two different plants? are they registered separately having separate factory license?
If it is one factory/establishment you may get your registration of Principal Employer to be on safer side. LL to the contractor will be applicable only in case he engages 20/10 (as per state rule) individually.

You have 4 operating plants and each plant has less than 10 employees. Which implies that these units are not fall under the category of 'factory' as having employee less than 10. But certainly would covered under Shops and Commercial Establishment. Why do you need a labour licence? First you need to register your establishment as a principal employer to engage contractor. Then the contractor will take labour licence, if the total engagement of workmen is 20 or more.
