Dear Mr.Pavan,
You can try all the permutations & combinations.
1.To start with, make a comparative grading statement based on your own priorities out of those applications which satisfy the basics and essentials, desired qualifications, exp. etc
2. Then start eliminating one after other finding faults in the CVs (here take care none of the most attractive CV gets eliminated by mistake) or those who imposed conditions which doesn't suit your recruitment policy criteria.
3. Short list keeping in view your compulsions like Project targets, affordability, age, experience etc.
4. Pick someone from this list who doesn't want salary and still want to stick with you.
