I am currently working for a IT Software company , and here our employees work project based. to calculate workforce utilization here is a bit of a challenge .
Kindly help me in identifying techniques which would help me track workforce utilization in every aspect . We wish to see employee efficiency, employees who are being over utilized and under utilized .

Workforce Utilization also known as Overall Labor Effectiveness can be calculated based on 3 parameters -
Availability – the proportion of time used by employees to make effective contributions
Performance – the quantum of output delivered
Quality – the proportion of qualitative or saleable product delivered
Availability = The amount of time in which employees work productively / Time scheduled
The amount of time in which employees work productively = The amount of time in a regular shift -(scheduled time for break + approximate unscheduled time )
Performance = Actual Output / Standard desired Output
In this case -
Output = Project or The number of projects or code (depending on the phase of the cycle)
Quality = Deliverable that meet the standards/ Total Deliverable
OLE or workforce utilization = Availability x Performance x Quality
All expressed as percentage.

Thankyou so much for your response . I would also like to know how would you go about doing this , do we get team leads involved in this exercise..How do we get exact numbers ?
Right now what we do is ask employees individually how much time they have spent on each project of theirs and note it down and do an analysis on attendance hours and project worked hours .
But we still lack accurate numbers because we do not know whether the employee is quoting the right number for each project he is working .
