I am Prema from Malaysia. The biasness in appraisal can be reduced if you have a good set of appraisal forms which are scientifically managed. This means it has to be a system with processes in place where the appraiser and the appraisee know exactly their roles, the job goals to be axchieved, the competency levels required, competency gaps and how to address them. You must bear in mind that appraisal is not a year-end obligation but it is a continuous monitoring of performance throughout the year with constant feedback to the staff on how he is doing and what needs to be enhanced. Ratings too must be based on strong justifications and evidence and not just on gut-feelings.

appraisal can only be unbiased in the following situations:
1. involvement of top management
2. using a new mode of appraisal where on appraisee should be appraised by the internal customer n external customer.
