Any activity that can be called as "manufacturing activity" and if it employs 10 or people and uses "power" (or 20 or more people without use of power) will be conforming to the definition of a "factory" under the Factories Act.
It will help if you kindly refer to Sec. 2 (Definitions) of the Factories Act.

To add what Mr. Samvedan has written, as per section 85 of the Factories Act, the state government has the power to declare any factory wherein less than 10 workers are employed to be a factory. As such an establishment manufacturing paint having only 3 employees is a factory requiring licence and other formalities provided in the Factories Act. Therefore, the applicability can be tested only with reference to section 85 also.
