Do you intend to send this mail in your personal capacity or on behalf of the company ??

Generally, no congratulatory mail are sent on completion of just one year of service.

It implies, either your company is quite new or may be she is the First person in your company to complete one year, in which case definitely it calls for celebration !

A letter for completion of probation period or confirmation of services is more customary.

However, the decision is yours - you can definitely send a congratulatory mail to her for completing one year, if in your opinion it is a great accomplishment; considering the fact that I have hardly any information about your company or your employee.

But it is a good start, if you continue this in future too, with all employees who complete one year; and do not stop at celebrating anniversary for just one particular employee.

In lighter vein; here's what one HR person in a company wrote to his favorite employee on completion of one year :
Dear Miss XYZ

We are really fortunate to have you with us. It is a matter of great pleasure that you have completed one year in our company and we have really enjoyed the time you spent with us.

In our company, everybody works and works hard; but nobody completes one year with us.

Last heard; he had been fired from the company for taking the initiative of sending a letter on his own, helped by his friends in drafting it.
