If the election are going on in that particular area where the organization is located and if the employee is having eligibility to vote at that place then only the organization has to allow that particular employee to cast his vote. For this purpose the local authorities ie., election commission / concerned departments will declare holiday or notify to allow the employees to cast their vote.
If the employee is staying away from the voting area then there is no necessity to grant any leave and the employee has to go on his own.

I think Kamels is right , The election commission comes out with a gazette notification regarding the leave , that is as a organization , we are suppose to give leave on that paticular day when voting takes place in the area where the organization is based.
If the employee is going to his home town , which is far away to vote , it is totally on decision of management and your policies whether to grant leave or not .

Dear Varsha,
As per the notification of Govt. You shoud give paid holiday to those workers who are the voters of the concerned corporation but it is also said that if the work of those workers can result in to major loss you can allow these workers a short leave to case their votes.
Hopes this will clear you
