Contract labour license central govt. unit established in state

Central Govt. unit is situated in State of Haryana and now the unit is engaging contract labour. My queries are i. contractor has to go for license to central or state labour department and ii. what is the exemption limit of manpower for contract license ie.20 or 50 people.
