I opine that instead of sending a mail why don't you organize a high tea with all the employees who completed one / two years seperately along with your COO / CEO or unit / area head because this makes lot of sense instead of your esavvy.
Pl discuss with all your HODs, fix the date / time / venue, invite, organize and congratulate.
Even you can identify some high performers and acknowledge their contribution.
