As per 68(k) of the EPF & MP Act 1952, withdrawal from PF is possible for marriage purpose, under the following conditions.
1. The member should have a minimum balance (including interest) of Rs. 1,000 in PF towards employee contribution.
2. Marriage should be member's own or brother's/sister's/
son's/daugher's.
3. Member should have a minimum service of 7 years in PF
4. For marriage purposes as above and for children's post metric education (both will come under 68k), altogether withdrawal will be admissible for maximum three occassions.
5. Amount admissible is 50% of employee contribution.

I wanted to mention here contradiction of govt. rule. PF withdrawal for self marriage rule contains one rule ie. he/she has completed 7 years of service to withdrawn his pf. If a person is postgraduate means takes 25years for education completion + 7 years of service = total is 32years.
that means he has to wait for marriage until 32 years just for pf withdrawal .... what the rule of government ... is this logistic rule??

The logic behind this rule is that, this is a retirement benefit, if the same is withdrawn before hand, then there is nothing left for the retirement age. So the rule of 7 years of continuous benefits, before withdrawal is permitted.
