The Ref (Col. A, B, C & D) does contain some references to other cells or sheet!!? Those are missing.
The Sheet 2 seems to have contain something that is blanked out.
There are no mention as to how the variances of the previous years are to be worked out and how the variances have to be explained/justified.
There are no formulae (functions) set in to calculate the sums and other calculations.
Please try to make the Work-Book realistic so that every body could use it.
