The question of the statutory obligation to provide the transport facility to the employees at night falls within the purview of Personnel Management (PM). Whatever the statutory requirement may be, the issue needs to be considered from an HR Management standpoint.

Think for a while what will happen if the transport is not arranged to drop the employees to their home. In that case, they will have to arrange the transport on their own. Will all employees be able to do that? What if they are not able to do it? They will simply quit the company. This, in turn, could increase employee attrition. What will be the cost of attrition? Have you measured?

Otherwise, the job candidates will simply decline the job offer for the want of a transport facility. Against this backdrop, your company could lose worthy or talented candidates. What will be the cost of loss of opportunities or the cost of loss of talent? Have you measured it?

Today, the employees or the job candidates have become demanding. What was a welfare measure yesterday, has become an industry norm today. Such norms will keep on increasing. If the pace with the norms is not kept, then there is a risk of business competitors overtaking your company. What could be the cost of catching up with them?
