Your query is confusing. Manufacturing unit less than 10 manpower is not factory, hence no factory license is required under Factories Act.By virtue of your business, you are not bound to have factory license. Min. threshold is 10 for license .

So for the above, if the Factory does not have a Licence to operate, is it legal?. the employees working with the facility will be governed and protected under which law.
In this connection isn't it right to take a licence showing 10 worker{ i.e. paying fees for 10 worker), rather than not having a valid Licence at all
Correct me if I am wrong
