The appointment of one or more Labor Welfare Officer is mandatory u/s 49 of the Factories Act, 1948 in respect of factories employing 500 or more workers.
The academic qualifications, service conditions and duties of Welfare Officers are set down in the State Factories Welfare Officers' Rules framed under the FA, 1948 by the respective State Governments.
Generally, the qualification would be a Master's degree in Social Work or Social Science, Business Administration, degree in Law or Post graduate degree/diploma in Personnel Management & Industrial Relations of any University recognized by the Govt.
The post of Welfare Officer is basically advisory in nature in matters of statutory compliance pertaining to labor matters and therefore there would be explicit ban on their participation in disciplinary matters in the Rules.
